CHAPTER ONE
Purpose, Scope, Basis, and Definitions
Purpose
ARTICLE 1 – The purpose of this Directive is to regulate the procedures and principles regarding the planning, publication, printing, distribution, and sale of all publications in printed, electronic or other formats by Istanbul Technical University.
Scope
ARTICLE 2 – Textbooks, auxiliary textbooks, research/review books that do not have the nature of a course tool, scientific and cultural publications, symposium papers, and ITU journal publications used as course tools in printed, electronic, or other formats belonging to the faculties and units of Istanbul Technical University are within the scope of this Directive.
Basis
ARTICLE 3 – This Directive is based on Articles 14 and 48 of the Higher Education Law No. 2547 dated 04/11/1981. It was prepared based on the provisions of the "Universities Publication Regulation" and the "Regulation on Publications Other than Books, Transcripts, and Supplementary Textbooks Used as Course Tools in Universities".
Definitions
ARTICLE 4 – (1) In this Directive,
a) University: Istanbul Technical University,
b) Rector: Rector of Istanbul Technical University,
c) Senate: Istanbul Technical University Senate,
d) Unit: Istanbul Technical University Rectorate and all academic and administrative units affiliated with the Rectorate,
e) Publication Commission: Istanbul Technical University Publication Commission determined in accordance with the Universities Publication Regulation,
f) Publication Coordination: The unit operating under the University Publication Commission, according to the procedures stipulated in this Directive,
g) Editor: In units affiliated with the university, books, magazines, etc. of written texts prepared by the authors in a certain field. The person who ensures that all kinds of academic publications are edited and made ready for publication,
h) Publication: Textbooks, supplementary textbooks, research-review books, compilation books, magazines, and similar publications published in print or electronically.
CHAPTER TWO
Publications
ARTICLE 5 – According to this directive, the works to be published by Istanbul Technical University are defined below:
(a) Textbook: It is a copyrighted or translated work that covers the entire content taught as a course in university associate , undergraduate and graduate programs and is prepared in accordance with the strategies, methods and techniques required by the course objectives.
(b) Supplementary Course Book: A copyrighted or translated book that is taught as a course in university associate, undergraduate, and graduate programs and covers a part of the course content determined by the relevant boards, is suitable for use in courses in the curriculum, and mainly aims to convey the information available in the relevant literature.
(c) Research-Study Book: An original scientific book that is based on research and study and has been determined by the relevant committees to make significant scientific contributions to its field with the findings it presents.
( c ) Compilation Book: It is an edited book in which articles of different authors are published or a book of proceedings in which studies presented in scientific events such as congresses, symposia, workshops, panels etc. organized by University units are published.
(d) Journal: A periodical scientific journal published in print or electronically, containing peer-reviewed research, review articles, and other articles appropriate to academic discipline.
CHAPTER THREE
Management Bodies, Duties and Powers
ARTICLE 6 – The University Publications Commission
It is formed by a Vice Rector as the chairman and two members chosen by the University Executive Board.
Duties of the Publication Commission
ARTICLE 7 – (1) The Publication Commission plans and organizes all publication activities in accordance with the University Publication Regulation, the provisions of this directive and the principles determined by the Senate, and carries out the duties assigned to it in the University Publication Regulation and this directive. The decisions of the Publication Commission become final with the approval of the University Executive Board.
(2) The Publication Commission evaluates the works that are ready for publication in terms of scientific quality and educational needs, taking into account the examination reports of the Publication Coordination Office, and decides on the publication of these works in printed or electronic form, the order of publication, the number of copies, the cost and sales prices, and the royalties to be paid to the authors/translators.
(3) The Publications Committee meets at least once every two months to evaluate the reports of the Publications Coordination and Journal Editors.
(4) The University Publications Commission may decide to distribute books that have been published for five years to students and other interested parties at a discount or free of charge.
ARTICLE 8 - Publication Coordination Office
This unit consists of seven faculty members and one rapporteur, at least one from each of the fields of Science, Engineering, Architecture, and Social Sciences, appointed by the Rector upon the recommendation of the Publication Commission, and operates under the Publication Commission. One of the members is appointed by the Rector as the Publication Coordinator. The Publication Coordinator attends the Publication Commission meetings.
Duties of the Publication Coordination
ARTICLE 9 – (1) The Publication Coordination is responsible for the effective execution and monitoring of all publication activities of the University. It carries out the refereeing processes of publications other than refereed journals. It also carries out other duties assigned to it by the Publication Commission in relation to Article-7.
(2) The Publication Coordination Office meets at least once a month to evaluate the applications.
Editor
ARTICLE 10 – (1) An editor is a person who arranges written texts prepared by different authors in a certain field as books, journals, etc. and prepares them for publication in all kinds of academic publications.
(2) In compilation books, all necessary processes until the work reaches the printing stage are carried out by the Editor. The responsibility of the compilation book belongs to the Editor.
Editor in Chief
ARTICLE 11 – (1) Scientific journal editors are called Editors-in-Chief.
(2) The Editor-in-Chief is the person who manages the entire publication and refereeing process from the submission of a scientific journal to its publication and is responsible for the quality of the journal's content. The Editor-in-Chief may assign assistant editors if necessary. In journals published in English, this editor is called "Editor in Chief ".
(3) The Editor-in-Chief is appointed by the Publications Commission for a period of three years from among faculty members who have at least a doctorate degree . The Editor-in-Chief whose term of office has ended may be reappointed.
Duties of the Editor-in-Chief
ARTICLE 12 – The duties of the Editor-in-Chief are as follows:
a) To carry out the necessary work to improve the scientific quality of the journal content, b) To ensure that the Editorial Board and additional committees of the journal, such as advisory boards and ethics committees, are established as needed,
c) To carry out the referee evaluation process fairly, impartially, and promptly,
d) To notify the authors of the evaluation results in accordance with the previously announced deadlines,
e) To ensure that no plagiarism or illegal (e.g., insult, copyright infringement, etc.) content is published in the journal,
f) To carry out the necessary work to have the journal scanned in national and international field and citation indexes,
g) To ensure that all editorial and publication processes of the journal are carried out in accordance with international academic and ethical standards.
Journal Editorial Board
ARTICLE 13 – The Journal Editorial Board consists of members representing various disciplines, as proposed by the Editor-in-Chief and approved by the Publications Commission. It is called as “Editorial Board” in journals published in English.
Duties of the Journal Editorial Board
ARTICLE 14 – The duties of the Journal Editorial Board are as follows:
a) To create the referee pool by selecting scientists from national and internationally renowned scholars from various sub-disciplines and to keep this pool up-to-date,
b) To ensure that the articles submitted to the journal comply with the journal's publication principles and to decide whether they are within the scope of the journal's areas of interest,
c) To support the editor-in-chief in all publication and refereeing processes of the journal.
CHAPTER FOUR
Principles Regarding Course, Supplementary Course and Research Books
Application and Evaluation
ARTICLE 15 – (1 ) Authors send the publication draft they have prepared in computer environment to the Publication Coordination Office. The Publication Proposal Form (ANNEX-1) must be attached to the document to be sent.
(2) The Publication Coordination Office conducts a preliminary review of the publication in terms of form and content and decides whether it complies with the publication principles of Istanbul Technical University. If necessary, it consults with academicians who are experts in the relevant field within the University during this process. As a result of the preliminary review, publications other than the proceedings book are sent to three academicians who are experts in their fields for referee opinions. In cases where necessary, opinions from the sector may be requested in addition to academicians. If the majority of positive referee reports constitute the majority, it is recommended that the work be published.
(3) The Publication Coordination Office sends its recommendations regarding the acceptance of publications for publication in printed or electronic format and other issues listed in Article 7 to the Publication Commission in the form of a report.
(4) If deemed necessary, the Publication Commission may request that the publication undergo an additional editorial process in terms of language and layout.
(5) The Publication Commission submits its final decision regarding the work to the University Board of Directors for approval.
The author(s) of the work accepted for publication shall submit the following documents: “ITU Publishing House - Copyright Transfer Form” or “ITU Press - Copyright By signing the “Assignment Form” (Annex-2, Annex-3), the author transfers their publishing rights to the University. 50 of the publications printed in book form are given to the author(s) free of charge.
(7) For translated publications, the translator must obtain written copyright transfer forms from the author or the person or institution that owns the publishing rights. If the translation and copyright fees are requested to be paid from the University budget, this request is decided by the University Board of Directors upon the recommendation of the Publications Commission.
(8) For compilation books, the Editor is required to obtain signed copyright transfer forms from the chapter/proceeding authors of the book.
Publication Acceptance Principles
ARTICLE 16 – (1) The works are required to be prepared in a computer-based writing environment in accordance with the principles determined by the Publications Commission and to be delivered ready for printing. The visual materials used in the work are prepared to have the technical features determined by the Publications Commission.
(2) Any corrections requested by the printing house during the printing process are submitted by the author within the period determined by the Publication Commission.
(3) In the event of any scientific, ethical, or unlawful violation of the University's legal entity in the published work, the printed or electronic product shall be immediately collected and destroyed. In such a case, the author/authors of the work or the Editor shall be responsible for any material or moral losses that the University may suffer.
(4) Authors who wish to withdraw or change their publication must apply to the University Publications Commission, stating the reason.
(5) Authorized experts are consulted for the examination of works written in alphabets other than the Latin alphabet, in ancient script, or in foreign languages other than commonly used foreign languages.
(6) The Senate may decide to publish works with open access.
Copyrights
ARTICLE 17 – (1) Transactions regarding copyrights are carried out in accordance with the provisions of the "University Publication Regulation".
CHAPTER FIVE
Principles Regarding Scientific Journal Publications
Peer Review
ARTICLE 18 – (1) The peer review is carried out as follows:
a) It is essential that the peer review is conducted in accordance with international ethical standards.
b) The Editor-in-Chief and the Journal Editorial Board conduct a preliminary review of the manuscript in terms of form and content, and decide whether it complies with the journal's publication principles. Manuscripts that do not meet sufficient formal standards or do not comply with the journal's publication principles are returned to the author for correction.
c) In the case of articles deemed sufficient as a result of the first evaluation, a decision is made to publish, request corrections or reject the article within the framework of the referee reports and the author is informed of the situation as soon as possible. In the event that one of the referee reports is accepted and the other is rejected, a third referee may be appointed for the article or the editorial board and the editorial office reserve the authority to make the final decision on this matter without deeming it necessary to reappoint a referee.
c ) The names of the authors and referees are kept confidential during the refereeing process.
Publication principles for journals
ARTICLE 19 – The publication principles regarding journals are as follows:
(1) All processes of journals published electronically under the name of Istanbul Technical University (article application, refereeing processes, online author approvals, etc.) are carried out through the Istanbul Technical University institutional e-archive or another system determined by the University, in a way that the relevant units and individuals can obtain information and follow up at any time.
(2) Articles sent to the journal must not have been published or sent for publication elsewhere. If the articles are accepted for publication, Istanbul Technical University acquires all publication rights; they cannot be published elsewhere without the permission of Istanbul Technical University. In case of quotation from published articles, the source must be stated.
(3) Articles sent to the journal must be prepared in accordance with scientific ethical rules. In this regard, compliance with the Higher Education Institutions, Scientific Research and Publication Ethics Directive (See https://www.yok.gov.tr/Sayfalar/Kurumsal/mevzuat/bilimsel-arastirma-ve-etik-yonetmeligi.aspx ) is required. In addition, the ITU Social and Human Sciences Human Experiments (SB-INAREK), Health and Engineering Sciences Human Experiments (SM-INAREK) and the Committee on Publication Ethics (COPE/ Committee on Publication), which are accepted as valid in the international arena, are required. An understanding that is open to developments in the field of scientific ethics is adopted, based on, but not limited to, the guiding principles of Scientific Ethics.
(4) There are no application or page fees for Istanbul Technical University journals.
(5) The Editorial Board of the Journal has the right to publish an article that has received positive peer review in subsequent issues of the journal, taking into account the density of articles to be published in the relevant issue.
(6) Authors are required to provide their titles, institutions they work for, correspondence addresses, telephone numbers, and e-mail addresses. After the university and faculty addresses, city and country information should also be included. Authors should also provide their scientific researcher number (ORCID information) which they will obtain from https://orcid.org/register.
(7) Authors are responsible for adhering to the writing rules (word count, font, paragraph spacing, listing of references in the text and at the end of the text) explained in the “Writing Rules” section during the preparation of the articles.
(8) If the publications are not written in the Latin alphabet, they should at least contain a bibliographic citation (article title, keywords) along with an abstract, summary, and extended abstract are given in Turkish and / or English as deemed appropriate, and such articles also include a bibliography written in the Latin alphabet.
(9) Publications are published regularly according to the announced journal publication periods and are delivered to the relevant places in a timely manner to be indexed in databases .
(10) Journals are published at least twice a year. If the journal is not published during the year, the Editor-in-Chief submits a report to the University Publications Commission explaining the reason for not publishing the journal.
Copyright
ARTICLE 20 – (1) Transactions related to copyrights are carried out in accordance with the provisions of the "Regulation on Publications Other Than Books, Duplications and Supplementary Textbooks Used as Course Materials in Universities".
CHAPTER SIX
Miscellaneous and Final Provisions
ARTICLE 21 – (1) "Istanbul Technical University Publications" cannot be written on textbooks that are not published in accordance with the rules of this directive.
(2) Instructors cannot print or reproduce any books or materials recommended as course materials at our university on their own account.
Responsibility
ARTICLE 22 – (1) The legal and criminal responsibility for all publications arranged within the scope of this Directive belongs to the author. (2) The scientific and linguistic responsibility of the works to be published belongs to the authors.
ARTICLE 23 – In cases not covered by this Regulation, other relevant legislation provisions shall apply.
