Based on the existing building stock and current deficiencies in the disaster management system of Turkey, this study comprehensively analyzes the scientific foundations and strategic requirements of transitioning from crisis management to risk management. Shaped by the vision of ITU Disaster Management programs, the work presents a technical roadmap for the construction of a disaster management model that complies with international standards, relies on interdisciplinary cooperation, and is supported by technological advancements. Containing data capable of providing guidance to relevant stakeholders, primarily the Disaster and Emergency Management Authority (AFAD), the book is a fundamental reference source aiming to increase Turkey's resilience against disasters through situation assessments regarding disaster types and scientific research methods.
